Job Description:

Base Location: Peshawar

Field Area: District Khyber

Number of Positions: 01. Preference will be given to local candidates of Khyber.

Gender: Male

Duration: Fixed Term (Till October 2023) 

Salary: PKR 80,000

Reports to: Project Lead/Senior Project Officer

Job Purpose: The position holder will be responsible for regular monitoring of WASH, Agriculture, Vouchers, CFW, FFW, Vocational trainings, mobilization, advocacy activities with the lens of protection and inclusion. The candidate will be responsible for ensuring the activities alignment with LFA, proposal, business process / DIP. Responsible for the beneficiary community related complaints are registered and handled according to given policy. Collection of data and record maintenance according to the Organization’s and Donor’s requirements. Responsible for Project specific evaluation and post distribution monitoring and reporting in coordination with Senior Officer MEAL and Project lead.

Key Accountabilities:

The job holder is accountable for fulfilling his / her roles and responsibilities in line with Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and team members.

Technical:

  • Support in conducting annual and mid-term program reviews, participatory impact assessments, process monitoring, operations monitoring, integrating accountability principles, and lessons-learned workshops.
  • Designing project specific MEAL frameworks which integrate all the MEAL related activities and information gathering mechanisms.
  • Providing quality input to programme in steering the process for designing the appropriate reporting formats for monthly, quarterly and annual progress reports.
  • Guiding the process for identifying the key performance questions and parameters for monitoring project performance and comparing it to targets.
  • Clarifying the core information needs of the MEAL unit and country program, funding agencies and other key stakeholders.
  • Setting out the framework and procedures for the evaluation of project activities in consultation with program/project stakeholders.
  • Conducting baselines, area-specific contexts, and assessments by designing appropriate methods of collecting, updating and reviewing the data.
  • Undertaking periodic monitoring visits to take stock of how the MEAL framework is being practiced and suggest critical recommendations for improvement and course correction.
  • Ensuring follow-up mechanism is in place with respect to key recommendations, observations, and findings coming from MEAL staff, thematic leads, and reviews.
  • Designing project-specific templates and ensuring timely report of MEAL activities from the field.
  • Data management and archiving to produce analytical reports as and when required.
  • Steering the process for designing the appropriate reporting formats for monthly, quarterly and annual progress reports.
  • Design appropriate formats for Project performance reports, analytical reports and qualitative reports.
  • Designing TORs for baselines, evaluations, impact studies or assessments.
  • Conduct project inception work and develop TORs for inception workshop.
  • Develop and consolidate project business process, submit monthly project tracker, monthly, quarterly and annual reports etc to AO Peshawar & Country office.
  • Develop success stories/ case studies and an incorporate in multiple reports.
  • Integrating Accountability Mechanism in accordance with MEAL framework and standard humanitarian standards by implementing complaints handling mechanism at field level.
  • Conduct regular field visits with 70% time in field and 30% for reporting.
  • Submission on basis weekly basis & monthly consolidated reports to DC/SPO/PC & MEAL department at AO Peshawar to timely on track project activities with valid & fruitful suggestions.

Public Relations / Media

  • Support the PR/Media team in the development of constructive working relationships with media representatives to build international and public profile and ensure positive coverage and the timely provision of situation reports and fundraising material to the headquarters.
  • Support the IRP Media and Communication team in identification, recording and sharing of case studies, videography as and when required

Safety and Security

  • Liaise with the local Sr. supply chain officer to ensure compliance with the organization’s Security Guidelines and their effective application in the local context;
  • Monitor the operational environment with respect to increased level of threat and advise the District Coordinator and the organization’s Security Officer/Security Focal person.
  • Follow the appropriate communications means to meet operational and security requirements;

Administration

  • Ensure that administrative support functions are supported in accordance with the organization’s administrative policies and procedures;
  • Ensure compliance with country legal, contractual, labour and statutory requirements.

Financial Management and Planning

Ensure with the Finance department, the maintenance of the financial protocols and accounting systems for all field interventions.

Organizational

  • Ensure compliance with the Organization’s policies & procedures in true spirit for effective delivery of services to communities.
  • In depth understanding of the Organization’s values and their demonstration in the field while working with communities.
  • Abide by the Organization’s zero tolerance policy towards bribery & corruption through sensitization / empowerment of communities on coping mechanism so that they can raise voice as & when feel inappropriate.
  • Thorough knowledge of the Organization’s strategic priorities to ensure effective implementation with future sustainability.
  • Assist in identification & documentation of organizational successes for show casing the Organization’s work.
  • Facilitate communities in adaptation of environment friendly & cost effective approaches to meet their current as well as future needs with specific attention to climate change.
  • Focused efforts to be made for mainstreaming of marginalized groups i.e. Persons with disability and old age, minorities, Women & children etc in consultation & implementation of project activities at ground.
  • Strengthen mechanism to Influence the decision makers through communities to pay attention towards DRR planning, give voice to suffering and the excluded, highlighting the protection needs of people.
  • Participation and facilitation in implementation of the Organization’s seasonal programmes.

Person Specification: It is essential that the post holder shows a good understanding and sympathy with the organizational values & principles, vision and mission as well as commitment to its SEAH (sexual exploitation abuse and harassment) protocols. We have zero tolerance policy towards SEAH and doesn’t support any action that promote or encourage SEAH.

Qualification & Competencies:

  • Masters/Bachelor degree preferably in Social Sciences.
  • Project Cycle Management
  • Participatory research methods particularly PRA
  • Understanding of participatory M&E approach.
  • Accountability Standards
  • Ability to gather data, compiles information, and prepares reports.
  • Ability to develop and maintain recordkeeping systems and procedures

Experience: Relevant experience of 1 year with Masters / 2 years with Bachelors (with NGOs/INGOs preferably).

Language: Urdu, English and local languages. Pashto language is compulsory.

Computer Skills

MS Office, Outlook, SPSS, the familiarity of working with online databases

  • Strong understanding of the humanitarian operating context, including Sphere, the humanitarian system, donors, security, civil military liaison and program management.
  • Experience of working for a Humanitarian Organization specifically in the context of KP.

Knowledge

  • Demonstrate enhanced knowledge of inclusive programming approach to disability, child protection, disability and inclusion.
  • Good understanding of disability, protection, gender/GBV and guidelines in preventing in humanitarian action.
  • Good understanding of CHS Commitments, SPHERE, minimum standards of age and disability inclusion standards
  • Good understanding of minimum standards on child protection, gender and disability inclusive programmes
